Where have all the fire chiefs gone? Long time passing.

Chief William Garrett gone in less than a year. Eden Freeman gets a $25,000 bonus in July and is gone by March. What is it about Winchester City Government then renders it unable to keep top-level management for any meaningful amount of time?

By all accounts Chief Garrett was loved by his firefighters. Accolades abound on a Facebook page entitled “Support Chief Garrett.” Eden Freeman received a $25,000 retention bonus in July. The bonus was part of the employment contract with City Council in an attempt to slow the constant turnover in the City Manager’s position.
